What do you mean by good governance? Explain why the public sector has to abide by the principles of good governance and the benefits which can be derived by adopting these principles.

(a) Illustrate out three (3) major reasons why it became necessary from 1980’s onwards for government to undertake reform of our Civil Service.
(b) Examine critically the results of any two of these reforms Initiatives and illustrate out how they have benefitted the citizens.

The application of ICT has been determinant in bringing regarding major changes in delivery of public services. Discuss with concrete instances how ICT has brought tangible benefits to the users of public services.

Max Weber described public administration as bureaucratic and said that it was typified by many shortcomings. Elaborate on any three (3) of these weaknesses and illustrate out how they affected the effectiveness and efficiency of public services.
