2. (For those who have studied budget constraint/indifference curve diagrams.) Draw a graph with trash pickup services on the horizontal axis and "other goods and services" on the vertical axis. Draw two budget constraints, one reflecting a fixed fee for unlimited trash pickup and one reflecting a pay-per-throw program. Use indifference curves to explain and compare the likely effects of these two policies on the amount of trash individuals generate.
