Chinese state managers are formally government employees, but as their freedom of action expands they become more like independent outside agents with legitimate personal agendas. Does this matter? Why? How does this differ from shareholding Western corporate managers? How does it differ from Soviet-style "Red directors" whose main task is the fulfillment of state plans?
