Machiavelli argues that "a ruler need not have all the positive qualities I listed earlier, but he must be seen to have them" (55). Why, in Machiavelli's view, does the appearance of having these qualities matter more than actually possessing them? In your view, does this insight into the importance of appearance in politics still hold true today?
