Q4- Deep state model - how important is the public sector bureaucracy (relative to the elected officialdom)? Is the labor force of government employees an obvious "interest group" within the state? If so, what is it trying to maximize (salary or ideology)? Is the bureaucracy/technocracy able to practice agenda control & manipulation against the state government and the voters? Is there political conflict within the bureaucracy/technocracy itself?
