Q 1
• Lobbying regulations, or regulations about campaign finance?
• Does the state favor or disfavor third parties?
• Do the rules of the game favor or disfavor the incumbents (current office holders)?
Q2- The Rent-Seeking State? Is the government of the state run for the general benefit of the average citizen? Has the government been "captured" by obvious interest-groups (name them)? Has the apparatus of taxation and public expenditures been captured by the "interest-group" of the government apparatus itself? One thing to watch for is whether the public employee pension system (and/or salaries) is potentially destructive to the fiscal position of the state (is the payoff to government employees going to break the budget?).
Q3- Is the national political delegation - the US Senators and the US House of Representatives - from the same political party (or in the same proportion) as the state political delegation -the Governor and the State Senate and State Representatives? Is the politics of the state dominated by Federal government?
Q4- Deep state model - how important is the public sector bureaucracy (relative to the elected officialdom)? Is the labor force of government employees an obvious "interest group" within the state? If so, what is it trying to maximize (salary or ideology)? Is the bureaucracy/technocracy able to practice agenda control & manipulation against the state government and the voters? Is there political conflict within the bureaucracy/technocracy itself?
