Does it contribute to the overriding strategy

it is possible to go overboard trying to prevent the Red flag conditions in decision making? For instance, in my organization we are extremely guarded and careful about our decisions we make when it comes to working within the facility. Rarely are decisions made by just one person, most decisions pass through a long list of review, correction, incorporation of corrections, review, more corrections and further more incorporation before approval to move forward is finally given.

So now that there are these two extremes, where do you think the middle group is? "Decision making is most effective when supported by strategy. Each choice is tested by asking: Does it contribute to the overriding strategy?
