Do you think people behave how Hobbes says: nasty and brutish, in need of constant legal restrictions to force them to act civilly, or do you think people behave more like Locke says: self-interested but willing to trade with others to avoid violence while getting what they want, in need of only a minimal government to settle the rare dispute? Or do you think we are roughly an equal mixture of each?
2. What is the implication of your answer for how we make laws? On what grounds should we make laws? Should we assume people are guilty and make laws strict? Or should we assume they are self-interested and well-meaning and make laws lenient and flexible?
