Do you feel you can curb officer corruption

Problem:

The media often portrays widespread police corruption in popular movies such as Training Day, Brooklyn's Finest and Chicago PD. As a Police Chief in a small town of 2,000 residents. Most residents work in the town's one lumber mill or in businesses that serve loggers and farmers who live in the area. The town's population is almost entirely white, except when large numbers of people from various minority groups arrive in the summer and fall to work on local farms. How would you fight corruption in your department? As the Chief, do you feel training programs are effective and if so, what type of programs would you implement? If not, why not? Do you feel you can curb officer corruption by utilizing certain hiring practices? If so, what do you utilize? Would this practice differ if you were in a large metropolitan city v. small town?
