In his Harvard Business Review article, "IT DOES NOT MATTER," Nicholas Carr has stirred up many debates about the issue of information technology becoming so ubiquitous and absurd that it is now more so a commodity than a necessity. In the article, Carr advises IT manager and executives to spend less on IT and focus more on vulnerabilities than opportunities. Nicholas Carr goes on to mention that IT no longer gives businesses a competitive edge and its strategic value has decreased.

In summary, Mr. Carr's point is that information technology is nothing more than the infrastructure of modern business. Many business leaders including the CEOs of GE, Dell, Intel, and GM have commented on Mr. Carr's article.
