The second part of this research utilized the information obtained in the first stage to select three districts for in-depth study to define the roles of the office of the general counsel as well as answer the research questions stated above. Using a positioned subject approach within an evaluative case study design, superintendents, attorneys and school board members were interviewed and related documents were collected. Findings define roles and characteristics of the offices studied. Roles fall within three broad categories- (a) internal legal work (b) preventive legal work and (c) management of external counsel.
