Welfare Policy is a combination of the laws, regulations, and guidelines that govern the structure, funding, and delivery of these services.

Social welfare policy governs social work practice by outlining eligibility criteria, service delivery requirements, and ethical expectations, which guide how social workers provide support and advocate for their clients. These policies also shape the development and implementation of programs, ensuring that services address identified social needs in consistent and equitable ways.

One historical circumstance that inspired social change for African Americans was the Civil Rights Movement of the 1950s and 1960s. Widespread racial discrimination, segregation, and violence, highlighted by events such as the Montgomery Bus Boycott and the March on Washington, created national urgency for justice and equality, ultimately leading to major policy reforms like the Civil Rights Act of 1964.

As a social worker, I can continue to improve social welfare and policy by advocating for equitable access to services, participating in policy development, and amplifying the voices of clients in decision-making processes.
