Indiana has a Total Local Government Units of 2,638 with 1,662 being General Purpose and 976 being Special Districts. The nature of local government in Indiana is structured with distinct entities: counties, townships, cities, towns, and school districts. Counties have executive and legislative branches (commissioners and councils). Townships, primarily handle welfare. Cities and towns have their own governing structures, including councils and, in some cases, mayors or town presidents and town managers. Local government are established as public or municipal corporations with legal status. They have specified jurisdictional areas and populations, they are generally considered multi-purpose, providing a range of service. General Purpose Districts include all counties, cities, towns, townships, villages, and other jurisdictions serving as the primary government in an area. Special Districts consist of school districts, water authorities, parks districts and other public entities serving a more specific function. I compared Indiana to my Hometown of Colorado as far as local government in numbers. Colorado has a Total Local Government Units of 3,141 with General Purpose of 333 and Special Districts of 2,808. I found this very interesting that there was such a high number of special districts in the state. This was said to be due to the state's unique history and the desire for localized service delivery.
