Problem: Respond to this: The Department of Homeland Security (DHS) established the o National Incident Management System (NIMS) in 2004 as a consistent nationwide template where partners work together to prevent, protect against, respond to, recover from, and mitigate the effects of all incidents across the Nation (FEMA, n.d.). I think the existing system has been effective because NIMS does not take command away from state and local authorities. Instead, the system is meant to provide a framework to improve the ability of all responders to work together effectively (FEMA, 2017).
