There are several options one has to explain the problem of evil. One that we won't look at too much now is the claim that evil is simply an illusion. The followers of Christian Science would tend to believe this. Bad and evil are illusions only good and truth is real. Another group that would have to agree that evil does not exist is the people that claim that there are no absolute standards. If there is no absolute standard (whether that standard is God, the government, society or some other standard) then one has no basis on claiming that one action is good while another is evil.
