Today's homeland security strategic planning is occurring in an extremely dynamic environment. While presented the basics and concepts of strategic planning, surveyed the history of homeland security strategic planning in the U.S. and then focused on the numerous federal homeland security (and emergency management) strategic plans that have been produced. You learned that there are similarities and incongruities between the various federal plans in such areas as timeliness of the plan revision, the transparency of the plan development process, and the strategic planning methodology used to develop the plan.

5. Do you think that the Strategic Planning Cycle or the Strategic Planning Process Map methodologies is the best fit for federal homeland security strategic planning? Explain your response.
