Because of the increased concerns about bioterrorism and potential terrorist attacks, the definition of first responders has been broadened. Section 2 of the Homeland Security Act defined emergency response providers as including "Federal, State, and local emergency response, emergency medical (including hospital emergency facilities), and related personnel, agencies and authorities."
The paper will include the following:
(1) An overview of the subject
(2) Major relevant points relative to economic, social, and/or legal implications; or, the impacts due to the lack of attention paid to the economic, social, and/or legal implications
(3) Discuss the National Incident Management System
(4) Discuss the National Integration Center
(5) Discuss the Incident Command System
(6) Discuss the Community Emergency Response Teams.
