o During the Reconstruction period, Congress became consumed with partisanship and as such, ultimately failed in Southern Reconstruction. When you look at the process of today's legislative acts, what, if anything, has changed? Compare and contrast the issues Congress has to deal with to pass legislation in today's society versus those in the Reconstruction era.
