Water is a vital natural resource that has been likened in some of its occurrences to both a renewable (surface) and a nonrenewable (subsurface) resource. In the course we have been thinking of the optimal way of allocating natural resources through the pricesystem. There is resistance to policies of either privatization or efficient pricing of waterby municipal authorities.Pricing of water takes several forms. Consider pricing in Canada, including Montreal,and in developing countries with large, poor populations in cities with limited water.What is the effect of low or zero pricing or of pricing through general taxes (as inMontreal) rather than for usage? Include the maintenance or building of infrastructure,subsidence of land above over-utilized aquifers, poor people without access to waterbuying water from trucks, and so on. Discuss the different forms of allocation and decide which is best.
