• Are statutes that address behaviors sometimes seen in the homeless population actually punishing homeless individuals for being homeless? That is, imagine a statute which criminalizes someone for sleeping on the sidewalk between 10 p.m. and 6 a.m. Is that statute essentially criminalizing this person for being homeless?
• Evaluate arguments for and against criminal statutes that address the homeless.
• Then, research the approach taken in another country towards its homeless population who commit similar behaviors, addressing specifically any criminal statutes that exist in the country.
