Discuss statement - everyone has the right to vote

Problem: A democratic country may announce that everyone has the right to vote, and yet gives them no serious or competent candidate to vote for. So people can feel included without being effective. Give an example of this experience, when there is a kind of formal equality or formal respect for autonomy -- while still effectively denying people the substantive resources for well-being. How would this work and what does the psychological literature we've read say about it?
