Problem:
Knowledge and Education: Initially, a major challenge was the lack of knowledge among the people about proper waste management and existing ordinances. Therefore, education and awareness-raising on proper waste segregation became important to encourage residents to participate. Implementation of Ordinances and Laws: Although there are laws such as Republic Act 9003 (Ecological Solid Waste Management Act), their implementation is weak. In Barangay Pagas, the implementation of ordinances was strengthened with the help of the local government to more effectively implement solid waste management. Programs and Projects: Programs such as the construction of Material Recovery Facilities (MRFs) for waste segregation and recycling, as well as the "Eco-Bricks" project that encourages households to fill plastic bottles to reduce waste, have been helpful.
