Problem
A report by the Conference Board of Canada found that 42% of all Canadians aged 16 to 65 score at the lowest literacy levels and 50% of Canadian adults do not have the required level of literacy to succeed in a modern knowledge-based economy. Identify and discuss possible reasons for such a low level of literacy in Canadian adults.
