Approximately 14% of the population of Honduras lives in extreme poverty (defined as less than $2.15 per day at 2017 PPP). Imagine that the government of Honduras partners with the Inter-American Development Bank and the World Bank to implement a portfolio of anti-poverty programs. After 2 years of program implementation, the poverty headcount ratio remains at 14%. Has the effort failed to deliver any benefits?
