Problem: Law is mandatory because it is enacted by competent authorities and has a force and binding effect on all who are "covered" by it. the fact of its promulgation will excuse nobody from compliance therewith and non-compliance or intrusion of the law will be faced with sanction or penalty.

However, even with knowledge of such and as clear as broad day light, many still violate or wittingly or unwittingly disobey the law.

The question is WHY, amidst the law being clear and even with stiff penalty, we still fail or do not follow them? What could be the reasons? And what can be done to make people follow the law?
