Discuss congress as a dysfunctional institution

Problem: Polls perennially show that American voters strongly disapprove of the performance of Congress as a whole, while they strongly approve of their own Congressmen's performance. What might this say about Congress as a "dysfunctional institution," as Klein, (Lee)Hamilton, Chergosky & Roberts describe it? Would the proposal to eliminate the filibuster help resolve this apparent contradiction? (What do Smith and Schiller think?)
