I am working on a masters-level research proposal regarding US Congress legislation on hate crimes, and how it has failed to decrease the amount of hate crimes against homosexuals and lesbians. I have not been successful in locating "empirical research" regarding the above. Would you kindly point me in the right direction in being able to locate empirical work on the above?
In addition, I am confused as to what type of design and methods I might want to use to back up my thoughts. Even though hate crimes bills now includes homosexuals/lesbians, hate crimes directed toward this group have not decreased but have actually increased. How do I determine the best design and methods I need to utilize for my research proposal?
I am wondering if my methodology should take a qualitative approach or a quantitative approach. Any suggestions on of how I might approach or analyze my statistical data?
