You want your chemical and hazardous response team to consider this a live exercise. You are planning targets such as major political and sporting events that are scheduled to take place in open stadiums in Phoenix, Arizona; San Diego, California; Santa Fe, New Mexico; and El Paso, Texas. Considering a radical terrorist cell, what would be their chemical of choice and how would they disburse the chemical to ensure maximum effective coverage? What infrastructure defenses do you believe they need to overcome and what contingencies need to be looked at to ensure all areas are covered?
