Problem 1: Is it a core function of the police union to develop a recruitment plan for the agency?
Problem 2: While much of the police reform that makes the news is as a result of consent decrees imposed by the Department of Justice, several agencies have implemented significant reforms without facing the threat of a civil lawsuit. For example, in 1998, the Washington Post published a series of articles about the amount of officer-involved shootings by the Metropolitan Police in Washington, DC, and won a Pulitzer Prize for these articles
Problem 3: In response, the Mayor and the Police Chief contacted that Department of Justice, and ultimately implemented a truly voluntary consent decree,
Problem 4: Find at least one other example where law enforcement agencies have successfully implemented significant changes in their agencies without it being as a direct result of a lawsuit, or the pending threat of a lawsuit.
Problem 5: Describe why the change was implemented, and how it was performed successfully. Has the change been durable, why or why not? How was the change received by the community? How did the police union feel about it? What about the other stakeholders?
