Before the presidential election of 2004, the Gallup polling organization, in taking samples of “likely voters,” made sure that the sample was comprised of 40% Republicans, 33% Democrats, and 28% Independents, even though the percentages voting in 2000 were 35% Republicans, 39% Democrats, and 26% Independents. Did this play a role in Gallup’s reporting of which candidate had the majority of votes?
