Determine the areas of open method of coordination
The EU has indicated its intention to employ the OMC, but so far there is little evidence of progress. These areas include Education, Environmental policy, Migration and asylum, Better regulation and Healthcare. In the case of direct taxation there has been no explicit commitment to OMC but its approach has been utilised. Central to the debate about the OMC is the question as to whether it is intended to encourage the adoption of best practice or to foster convergence towards common EU goals.
