Assignment Description

This project aims to investigate the traffic impacts of a proposed development.

In this project you are the traffic engineering consultant. Your consultancy is engaged by MonaCorp, a property developer. You have been provided the preliminary proposal for a new development and your team must provide an initial Transport Impact Assessment for the proposal.

Proposed development

MonaCorp has proposed a mixed-use development of apartments, offices and a cafe at 2-18 Lawson Street, Oakleigh East (Figure 1 & 2). The site is currently occupied by low density mixed use development.

The proposed development will clear the existing site. The new development is proposed to include:

  • A six story apartment building: 100 (54 x 1 bedroom apartments and 46 x 2 bedroom apartments)
  • Provision of two commercial tenancies on the ground level of the building. 700m2 of office space and 500m2 of cafes.
  • A total of 113 car spaces and 6 bicycle spaces, across two levels of underground parking, with access via a driveway to Oberon Avenue.
  • Removal of on-street parking on Lawson Street.
  • A proposed floorplan for the development is shown in Figure 4 (not to scale).

Transport Impact Assessment

Your consultancy has been engaged to undertake the traffic engineering work required to support the planning application for the proposed development. You will prepare a report for MonaCorp outlining the traffic and parking impacts of their proposed development. If you identify issues with the traffic impacts, you should suggest improvements to Mona Corp so that when the final plans go to Council for approval the development is more likely to be approved.

The report must address the following information:

Part 1. Outline the proposed development and existing conditions in the study area.

Part 2. Detail the traffic and parking data collection undertaken to inform your assessment. Note: if you plan to undertake a site visit or field work you must comply with the risk assessment on the Moodle website and complete the Risk Assessment quiz. In the appendix, provide evidence that group members followed risk protocols (e.g. photographs of group members at the site with PPE).

Part 3. Determine the traffic generation from the new land uses. Where will this traffic be distributed on the surrounding road network? Is there sufficient capacity to manage this additional traffic?

Part 4. Assess if the current parking provision is sufficient for the development. Propose dimensions for the parking spaces and aisle widths in the car park.

Part 5. Conduct a safety assessment of the proposed development. Detail the major traffic conflict locations and discuss potential traffic engineering solutions.

Part 6. Identify how service vehicles (deliveries, garbage trucks), buses, cars, pedestrians and cyclists will access the development. What changes or improvements might be required?

Part 7. Using the information above, modify the proposed development or study area to address any issues that your assessment uncovers. This could be supported with scaled diagrams of proposed changes to accommodate various road users and justify your recommendations.

The report must be no more than 5,000 words, excluding title, table of contents, figures and references. Assignments exceeding this limit may attract penalties.
