Daniel Kammen, founder of the Energy and Resources Group in the Goldman School of Public Policy at the University of California, Berkeley, describes three waves of environmentalism. The first wave, he says, involved such prophets as Rachel Carson, the author of the mid- twentieth century book Silent Spring, which first raised the alarm on environmental harms, recognizing the problem. The second stage, according to Kammen, has been the regulatory effort of such bills as the Clean Air Act and the Clean Water Act. But, Kammen says, we need a third wave which will involve leaders with a "charismatic megaphone." Two such leaders are Al Gore and Virgin Airlines founder, Richard Branson.
