The Importance of Effective Hiring Policies

The book says that effective hiring policies are important to "Select qualified employees in a fair, consistant, and legally defensible manner" (Judge and Kammeyer-Mueller, 2024). Another way to frame it is having a standardized process to find and hire great personnel without finding yourself in a lawsuit.
I am a government employee and we pretty much standardize everything. There is actually an instruction on how to write instructions. The Office of Personnel Management lays out every step in the hiring process clearly so we know exactly how to mess it up. Truth be told, we are not that bad. All jobs will be posted on USAJOBs website for external recruitment. All jobs will be posted for a minimum of seven days. A selection board will interview all final candidates that qualify for the position.
It is important to emphasize the "effective" portion of the hiring process so you don't find yourself posting a job for a good HR lawyer. Protected classes, what information can you ask about, and what information is a discussion no no. Just having the mindset of finding the best person is not enough. Setting and training to effective policies can add the "consistency" needed while ensuring the selection does not open themselves or the company up to trouble.
It seems like half of our class was about asking or saying the wrong thing and experiencing the negative repercussions. Bottom line, every company should formally lay out the process and train all selection board members prior to asking the first question. A job analysis enables hiring managers to determine the knowledge, skills, abilities, and other characteristics (KSAOs) required for a person to perform successfully in a job (Heneman et al., 2022). Standardizing your selection process improves your ability to choose applicants who will perform well on the job and reduces your chances of making a bad hire.
Effective hiring policies can also help organizations reduce turnover. Turnover is when employees either quit or are fired from an organization and need to be replaced. Bad hires tend to lead to employee dissatisfaction, poor performance, and higher turnover and terminations. When your organization has effective hiring policies, you can place the right candidates in positions that fit their qualifications and career goals. Employees who are hired into the right job are more likely to stay with your organization and successfully perform their job duties for longer. Consistently retaining employees saves money by reducing recruitment, hiring, and training costs.
Effective hiring policies can help an organization improve consistency and professionalism. Standardized procedures provide a framework for managers to follow when hiring new employees. Having uniform procedures improves communication between managers and employees and reduces misunderstandings. Another benefit of consistent hiring procedures is that they help your organization appear more professional to current and prospective employees. Employees will have more trust in your leadership if they know you hire everyone fairly. Organizations with strong reputations are often more desirable, attracting high-quality applicants.
However, there are some things to consider when creating effective hiring policies. One thing to keep in mind is that your policies should always be up to date. As technology advances and the labor market evolves, you must adapt your hiring policies as needed. For instance, applying to jobs is now commonly done online, and many organizations use AI to evaluate candidates and conduct virtual interviews. Hiring managers should ensure these technologies do not discriminate against applicants who lack access to them or knowledge of the topics they cover.
In conclusion, effective hiring policies matter because they enable your organization to consistently hire qualified employees. They help organizations improve employee quality, reduce turnover, and become more diverse and inclusive. Companies that take the time to develop hiring policies will thrive in today's workforce.
