Organizational culture and the use of performance criteria and standards affect the remaining components of a performance management system because it allows the employee to know what management is expecting of them. It also allows management to track an employees performance for either rewarding or disciplinary actions.

Part 2: Why would a company not use performance review software? 

Companies wouldn't want to use performance review software because its hard to solely rely on electronics to do our jobs. If there was to be any kind of malfunction and the data is erased the company would lose all reviews. Also, this process takes away from the face to face encounter. Although, this may save time, it is more beneficial to the employee to sit down with management for a review. This allows the employee to ask questions or get clarifications on things that they are unsure of.
