Describe at least three situations in which the functions and powers of the president are checked and balanced by Congress. Why do you think checks and balances such as these are necessary?
When Congress was being established, the smaller states and the larger states were debating over how much representation each state would have in the federal government. Explain how the Great Compromise calmed the debate over this issue.
