Democracy, to some extent, lets citizens select their leaders and establish laws. But democracy does not guarantee that those citizens, leaders, or laws will promote human rights or uphold freedoms. How is it possible that democracy can be repressive and punishing, and worse than a dictator's rule? Provide examples (at least two countries from each group) of authoritarian rule that is benevolent, and democratic rule that is not.
