Define the desired outcome and how it aligns with the organizational vision
List the stakeholders involved
Identify accountability and oversight measures
Identify the actions needed to solve the problem
Include ethical considerations
Develop a communication plan
Create an implementation plan, including benchmarks
Create a plan for measuring results to determine success or failure to ensure sustainability.
