The City of North City (pop. 150,000) is blessed with a growing economy based on the computer and nano-tech industries. But, with that, comes new and more-sophisticated computer crimes, which the police department is neither trained nor equipped to handle and which its brass and rank-and-file are somewhat resistant to learning about and investigating. (Adapted from the case study by Stojkovic et. al, Chapter 3).
As her chief policy advisor, the Chief of Police has asked you to plan for this change. In a memo of three to five pages, describe the environments in which the department will need to navigate in order to deal with this, identify potential communications problems and propose some means of motivating staff to adapt.
