  • Identify and use specific details from the documents to establish and document each area of the WBS.

  2. Refer to the project outcomes, project milestones, and task/resource lists by project phase to assist in creating the WBS.
  3. Each WBS work package should be developed to the second or third level.
  4. All tasks and associated resources should be covered in the WBS document.
