Create operations to install system on outboard motor

What alternative kinds of project organization would suit development of power trim system? Which would be best? Describe your reasons for selecting this kind of organization.

Hydrobuck is medium-sized producer of gasoline-powered outboard motors. In past it has successfully produced and marketed motors in the 3- to 40- horsepower range. Executives at Hydrobuck are now interested in larger motors and would finally like to make motors in 50- to 150-horsepower range.
Internal workings of large motors are quite similar to those workings of the smaller motors. Though, large, high-performance outboard motors need power trim. Power trim is simply hydraulic system which serves to tilt outboard motor up or down on boat transom. Hydrobuck can't successfully market larger outboard motors without designing power trim systems to complement motor.

Company is financially secure and is leading producer of small outboard motors. Management has decided that following objectives require to be met in next two years:

1. Create quality power trim system.
2. Design and build equipment to make such a system efficiently.
3. Create operations required to install system on outboard motor.

Technology, facilities, and marketing skills essential to make and sell large motors already exist in company.
