Countries with poor protection of intelligent property, now have laws in place. The main reason is
1- because they realize through the world trade organization that they need to address this situation
2- Asian leaders went to larger trading nations to discuss common law
3- corporations that were doing business in these countries threatened to leave
4- many countries have now adapted a western influence to trade
