1). The U.S. Constitution divides power across the three branches of government (separation of powers) as well as a bicameral legislature.
How do these divisions affect the policy process and the types of policies that are enacted?
Consider the incentives of each branch and keep in mind that officials with starkly different policy preferences may control different branches of government.
2). Are there reasons to be concerned about present patterns and opportunities for citizen influence over the policy choices of elected officials? Why or why not?
