The ultimate goal of primary health care is better health for all. According to the World Health Organization (WHO), the Declaration of Alma-Ata, in 1978, was the first international declaration advocating primary health care as the main strategy for achieving WHO's goal of "health for all" (2014). Thirty years later, primary health care is still a focal point at WHO, as it features primary health care in several countries along with the efforts in providing health for all (WHO, 2014). In promoting better "health for all," health professionals have worked together to create and improve global health benefits to individuals in various countries. Although there have been great improvements in several areas, there are still hindrances to providing equal access to needed healthcare worldwide (WHO, 2014). Examples of these hindrances include health system constraints, such as financial barriers and health worker shortages.
