Consider a glass cup that is partially filled with water

Consider a glass cup that is partially filled with water. What would you expect to see at the liquid interface that is in contact with the glass wall when the cup is suddenly put into motion? Specifically, would you expect the liquid interface to remain stationary relative to the glass? Would the behaviour at the interface be consistent with the no-slip condition that is said to exist for flows over solid surfaces?
