Consider a communication strategy over the AWGN channel where for a fraction of time α, a capacity-achieving code at power level P1 is used, and for the rest of the time a capacity-achieving code at power level P2 is used, meetng the overall aveage power constraint P. Show that this strategy is strictly suboptimal, i,e., it is not capacity-achieving for the power constraint P.
