1. SELECT a current law enforcement issue that has received nation-wide, on-going attention. What is the issue? This is the identified issue for this assignment.
2. SUMMARIZE the specific locations/police departments/jurisdictions that have been experiencing the identified issue.
Example: The Department of Justice found that the Ferguson Police Department has the identified issue of invidiously targeting minorities by issuing expensive civil fines for minor infractions…for the purpose of boosting city revenue.
3. CALCULATE how long this identified issue been receiving attention from the media. Was there a particular incident that brought the identified issue to national attention?
4. ANALYZE the identified issue, as it currently is, against the public’s response to the identified issue. Is the public in favor, or against, the identified issue?
5. DIFFERENTIATE the opposing arguments surrounding the identified issue.
Example: The arguments for those in favor of police body cameras and those against police body cameras.
6. CRITIQUE the opposing arguments identified in the question above (6).
7. COMPOSE an action plan that balances law enforcement theory, safety, and policy against public sentiment of the identified issue.
