Compare and contrast the presidential and Congressional budget-making processes. How do these processes affect public policymaking? Discuss how presidential impoundment powers and legislative vetoes have influenced the budget process. In the end, who do you think should have more control in the budget process: the president and the executive agencies who administer the funds or Congress? Why?
