Consider the following military condition which occurred on July 3, 1988. On this day, the USS Vincennes was engaged in combat in Persian Gulf. A blip appeared on radar screen which signified an incoming aircraft. After repeatedly asking the aircraft to determine itself with no success, it appeared that the aircraft may be a hostile Iranian F-14 attacking Vincennes. Captain Will Rogers had little time to make his decision. Should he issue the command to launch the missile as well as destroy the plane? Or should he wait for positive identification? If he waited too long and plane was indeed hostile, then it may be impossible to avert the attack and consequent danger to his crew.
Captain Rogers issued command, and aircraft was destroyed. It was later reported to be an Iranian Airbus airliner carrying 290 passengers. There were no survivors.
