The Oakland City ordinance declared Oakland City as a nuclear-free zone. The US Navy station in Oakland harbor was built a long time before the city adopted the regulation.

Because of the ordinance, the Navy will not be allowed to use the harbor to moore its ships. Can the President as Commander-in-Chief of the Navy challenge the ordinance by issuing an executive order?
