Can conflict be represented by horizontal and organizational? How do the two differ? Example: I manage the billing department for a hospital and upper management wants us to meet a 95% clean claim rate. Meaning they want 95% of the claims that are billed to go out without error so that there is a faster turnaround for reimbursement. My department cannot get to 95% without the proper edits added to the system. The I/T department states that these edits are not for hospitals but for physicians and therefore inappropriate for our system. They do not understand that the edits are for outpatient services as well. I have sent them the edits, pulled the regulations, the guidelines and the definitions for proof. Without these edits the claims will be billed and then denied by the insurance company because these edits were not in place. I consider this horizontal and organizational. Would this be appropriate and why?
